P-CED was delivered as a paradigm for a more inclusive form of capitalism made viable by the Information Age and was presented in a paper to President Clinton in 1996. http://www.p-ced.com/about/history/ Having pioneered microfinance in Russia by sourcing the Tomsk initiative, P-CED incorporated in the UK as a business with a mission to illustrate how a nation could be lifted out of poverty to foster democracy for the same "investment" as spent in a week in the war in Iraq. The strategy paper, arrived at the US Senate Foreign Relations Committee in Oct 2006 where it became accessible to Barack Obama and Joe Biden as Members.
